SMS timestamp modifications

I've done a brief reading on sms inter-messagecenter timestamping. Alas i need to send sms messages with modified timestamps, e.g. to show the sms as received two hours earlier. I was wondering if an sms sent from a russian message center would show up as sent 2 hours earlier if received in poland for example, because of the local timezones. Anyone who contributes will be rewarded.
