Scam: new site for visa and amex

just recently found this site that sells at reasonable prices amex and visa.
at first i tought it was a scam but damn after wiriting to the email listed on the site the response was nearly istant if in the right time zone, wrote at it at 5 pm CUS time.

they have discounts on bulk orders and shipping price is ok

What are they selling there?
If you write that they are doing the shipment, are they selling cloned cards? Can they be cashed out at an ATM simply by inserting a card and entering a pin code?
Of course, this is fraud and deception.
If this is not the case, please provide evidence.

And for how much % of the balance of their price?
Why don't they cash them out at ATMs themselves, since it's so easy and simple?
This is a scam and deception.
