Roskomnadzor intends to significantly expand the functionality of the Antifraud information system, designed to detect cases of traffic substitution when making voice calls. According to the preliminary version of the passport of the federal project " Information Security (part of the national project "Data Economy", calculated until 2030), by 2029 the system should learn to detect incidents in such popular messengers as WhatsApp, Viber and Telegram.

The need to improve the "Anti-fraud" is explained by the fact that after the launch of the system at the end of 2022, attackers began to make more active calls through instant messengers. According to the head of the Ministry of Digital Development Maksut Shadaev, from 70 to 80% of fraudulent calls pass through WhatsApp.

In addition to expanding the functionality for tracking calls in instant messengers, by 2029, as part of the "Anti-Fraud" program, it is planned to create a verification node to block outgoing calls from the unallocated number capacity between operators, as well as the ability to block calls from numbers 8 800 and 900, which are often used by fraudsters. Earlier, Vimpelcom reported that scammers actively use numbers with the 900 code for calls to Viber. Sberbank, which uses the 900 number, told the media that bank employees do not call via Viber or other messengers, and phone calls from the 900 number "cannot be faked."

The Ministry of Digital Development noted that the final version of the action plan for the national project "Data Economy" will be presented in the summer of this year, taking into account the opinions of interested departments, the market and funding opportunities.

Telecom operators note that currently they can only see the fact that a subscriber is using a particular messenger, but since such traffic is encrypted and goes inside data transmission channels, the operator cannot see either the phone numbers of those communicating, or the intensity and length of sessions. Monitoring of voice calls via instant messengers is beyond the control of operators, both from a technical and legislative point of view.
