3g Dongle can change IMEI

Hi just wondering if anyone knows of a 3g Modem can change IMEI as my country allows for zeroed IMEI to register with the network. I do this method with cell phones but having a hard time trying to find a modem i can do this with.

Its not impossible to change the IMEI but it is illegal

It's impossible change(read better specifiction) but it's legal man, even if u can do it, it will seems like u change ur mac adress or ip adress(change mac and ip is also Illegal?)
