“Employees of the National Central Bureau of Interpol of the Ministry of Internal Affairs of Russia, at the direction of the Prosecutor General’s Office of the Russian Federation, organized the procedure for the deportation from the Kingdom of Thailand of Russians Nikolai Shtanko and David Rizaev, who were wanted through Interpol channels.

As previously reported, in the Bryansk region the activities of members of a criminal community who were accused of illegal banking activities and illegal circulation of payment instruments were suppressed. According to investigators, from October 2018 to July 2020, Nikolai Shtanko was part of this criminal organization and, without an appropriate license, carried out illegal banking operations with income in the amount of more than 410 million rubles. The attacker, together with other members of the criminal community, provided false information to the tax authorities of different regions for the registration of legal entities. This made it possible to establish cash withdrawal activities using fictitious documents. In March 2022, an investigator of the Investigative Directorate of the Ministry of Internal Affairs of Russia for the Bryansk Region opened a criminal case. The defendant fled abroad and was put on the international wanted list in 2023.

The second deportee is David Rizaev. He is accused of fraud committed by a group of persons by prior conspiracy on an especially large scale. According to available information, the attacker and his accomplices posted information about attracting investments on the National Association of Auction Brokers website in 2022. Funds were to be invested in the purchase of assets at bankruptcy auctions and the sale of seized property, as well as at collateral auctions.

Promising clients an income of at least 24% per annum, the scammers received from citizens more than 16 million rubles, which they disposed of at their own discretion.

In July 2022, an investigator of the investigative department of the Ministry of Internal Affairs of Russia for the Kirov district of the Leningrad region opened a criminal case on the grounds of a crime under Part 4 of Article 159 of the Criminal Code of the Russian Federation. The defendant fled abroad and was put on the international wanted list in October 2023.

Today, at the airport in Bangkok, representatives of the competent authorities of the Kingdom of Thailand handed over the wanted persons to the NCB Interpol of the Ministry of Internal Affairs of Russia and the Federal Penitentiary Service of Russia,” said official representative of the Ministry of Internal Affairs of Russia Irina Volk.
