The rate maybe like this if the buyer has to also pay the drop location, if the drop location is not directly his.

This is common where anonymity is necessary.

The buyer has the carder send item to a drop service and then forwarded to himself. In this senario he/she has to pay both carder and drop. 25% is common to payout to the carder and the drop.
