The Ministry of Digital Development of Russia has called on the country's leading telecommunications operators to limit the distribution of SIM cards among private and corporate customers in the period from March 12 to March 20, according to RBC, citing sources in the telecom industry.

MTS, Megafon, T2 RTK Holding (Tele2) and VimpelCom (Beeline) have already notified their partners of the necessary restrictive measures. In particular, Tele2 pointed out the need to reduce the sale of SIM cards to foreigners and stateless persons, using the AppSeller application for registering new cards without a paper contract. Those who have already activated a SIM card using a foreign passport are advised to visit the mobile phone shop.

Beeline emphasizes that the registration of SIM cards must be carried out personally by the client, otherwise the card will be blocked the next day after activation. Cards that have not passed passport data verification through state information systems will also be blocked.

MTS and Megafon introduced a sales limit of no more than ten SIM cards per person, but there were no official comments from the operators.

Analysts suggested that such measures could be related to the upcoming presidential elections in Russia. Anton Salov, a member of the Professional Association in the field of Cloud Technologies, expressed the opinion that the goal is to prevent potential provocations, such as calls about mining.
