An initiative to introduce digital passports through the Gosuslug app is being promoted in Russia. The Russian Ministry of Digital Development has developed draft rules for using digital identity documents in this application instead of paper versions. The goal of this initiative is to simplify the process of using identity documents.

A digital passport consists of a QR code and a photo, and in some cases, a one-time numeric password is also required for presentation. The use of a digital passport will be allowed in ten categories of cases, including buying alcohol and tobacco, boarding a long-distance train, confirming your identity when providing state or municipal services, and some other situations.

The initiative will be implemented in three stages:
  1. From the moment the decree comes into force: purchase of alcohol or tobacco by an adult citizen (with a password), proof of age when visiting a museum or event (with a password), boarding a long-distance train, and other cases.
  2. From January 1, 2024: registration of access to the territory of organizations (except for military-industrial, nuclear, etc.), identification when sending and receiving mail, as well as money (with a password).
  3. From January 1, 2025: identification at check-in at the hotel (with a password), identification in medical organizations (with a password).
Despite this, a digital passport is not a complete replacement for a paper document, and there are no plans to stop issuing paper passports. Public discussion of the project will last until November 2. This information was also confirmed by the Ministry of Digital Development, Communications and Mass Media of the Russian Federation, which developed and sent to the government for approval the rules for using a digital passport.
